With rapid technological development and large scale mechanization, the problems of safety and health of the industrial workers also became complex and more difficult. The accident rate in our country does not compare well with that of other Developed Countries. The growing trend of accidents in industrial operations calls for urgent steps to be taken for their prevention.

In this connection, a provision under Section 40B was included in the Factories Act, 1948 as a measure of built in mechanism for prevention of accidents by appointing qualified safety professionals in the industry. The new section 40 B which empowers State Government to require the ‘occupiers’ employing 1000 and more workers or carrying out operations which are injurious to the health of the workers exposed there- in to employ one or more Safety Officers as per the scale prescribed for the purpose. Many State Governments and Union Territories have already framed rules under section 40B laying down the qualification and requirements of persons to be appointed as Safety Officers. Bihar factories Rules Specify U/R 62-B appointment of Safety officers their qualification and duties as per Sec 40-B of the Act.

In order to help the industry and to make available qualified safety professionals, Institute of Administrative Studies, Muzaffarpur has been conducting one year Diploma Course in Industrial Safety since 1981 to assist the ‘occupiers’ of factories in meeting the requirements of qualified Safety Professionals. It has been helping the Industry either by way of providing training to the candidates sponsored by the industry or by providing training the candidates who fulfil the required eligibility. The Institute is Corporate Member of National Safety Council, Navi Mumbai since 1988. The Institute in 1981 was first in Bihar State and second in the country after Central Labour Institute (Govt. of India) Mumbai.


This course is presented in the form of a series of class room lectures, discussions and case studies supplemented by audio-visual aids. The teaching scheme provides adequate coverage of practical studies in industrial establishment through visits arranged in leading industrial establishments. The students are also required to carry out project work during the course of the programme.

The course is divided into three terms. During the first term, which will be nearly for four months, there will be comprehensive theoretical inputs, laboratory works visits to industrial establishments etc. After completion of the 1st term the students will be undertaking project work in establishments (for about 4 weeks) with necessary guidance from the faculty members of this institute. On completion of the project the students will be given, during the 3rd term, which is also about 4 month’s duration further theoretical inputs and practicals work as per the scheme laid down in the syllabus. Final examinations will be conducted on completion of last term. The examinations scheme includes theoretical papers, evaluations of project work, evaluation of sessional work and viva-voce.

Date of commencement & class timing are announced on admission time through the Academic Calendar of the Institute and exams are held as per schedule and results published within 8 weeks from final exam.


All the students have to appear at the examination conducted by Deptt. of Safety & Pollution Control. The Examination scheme includes theoretical papers, evaluation of project work, evaluation of Sessional work and viva-voce.


The faculty consists of experts from various disciplines of the Institute, specialists from industries, other institutions and Government departments.


Basic Educational Qualification and Experience:


(a) A recognised degree in any branch of engineering or technology.


(b) A recognized diploma in any branch of engineering or technology.


(c) A recognized degree in Science with ‘Physics’ or ‘Chemistry’.


Relevant experience should be in any one of the following:

(i) Experience in manufacturing, quality assurance, maintenance or safety department in an industry; OR

(ii) Experience in building or other construction, works or department of a port or a dock;


(iii) Experience in research, training or education in the field of safety or environment;


(iv) Experience in a Government Department in administration of any safety legislation.


(i) Fee : Rs. 40,000 (inclusive of Registration, Examination & Study Materials)

(ii) Study Materials : Rs. 3,000/- payable extra in addition to Course Fee

Fees to be paid immediately on being offered the admission and before joining, the course fee, is to be paid by cash or crossed Demand Draft drawn in favour of INSTITUTE OF ADMINISTRATIVE STUDIES Payable atMUZAFFARPUR.

Unless cleared all dues, no candidate will be promoted to the final term of the course.

(ii) Fees once paid are not refundable under any circumstances.

(iii) Caution money deposit of Rs. 500/- for Library facility will have to be paid in cash at the time of admission.

(iv) Re-sitting Examination fee of Rs. 200 per paper, subject to maximum of Rs. 1,000/- is to be paid by the student for carryover papers in which he failed or abstained.

(v) In addition to the above charges, individual student shall bear the expenses in connection with industrial visits arranged as a part of the curriculum.

(vi) On study tour, the second class / sleeper concessional rail fare only shall be borne by the Institute while incidental charges for boarding & lodging, bus & local conveyance expenses must be borne by the students.

(vii) Incidental expenses for project work, sessional work and stationery are also to be borne by the students.


For SC/ST and OBC Candidates, seats are reserved in accordance with the Government Rules.

Students who wish to deposit fee directly to Institute’s Bank Account (SBI) are advised to eMail to Additional Director to get details of Bank Account.

The Candidates fulfilling the educational qualification and experience may be required to appear at an entrance examination / personal interview before a Selection Committee at Muzaffarpur or elsewhere. Date and time of examination and interview will be notified to the candidates. The candidates are required to meet all the expenses for the above purpose.

It may please be noted that calling for entrance examination and interview does not guarantee admission to the course. At the time of selection, candidates are required to produce the original certificates in support of their educational qualification and experience as given in the application. Those who will be admitted after interview will have to join the course at Muzaffarpur on the notified date failing which their seats will be allotted to waiting candidates.


The Institute presently has no hostel, but assists in getting limited non-family accommodation. Candidates asking for accommodation must deposit an advance of Rs. 5,000/- at the admission time refundable after vacating the accommodation which is expected to cost them @ Rs. 1,500 to 2,000 per seat per month on sharing the room with another candidate.


Placement is no problem in view of large number of existing vacancies.

Registered under Societies Regn. Act, 1860, it was started in 1981 as fully AUTONOMOUS Institution and is only one among the AICTE-approved Management Institutions in North Bihar enjoying such status having been first in Bihar and second in INDIA (after CLI, Bombay) having launched in 1981 Industrial Safety Management (DISM) Course to prepare Safety Officers U/S 40-B of Factories Act, 1948. The Institute was recognized by Govt. of Bihar Deptt. of Sc. & Tech. in November, 1987 and by Govt. of India HRD- Ministry (AICTE) in August, 1995.

Two Scholarships will be provided to deserving one male and one female student having demonstrated extraordinary achievements.
